Malaysia Unveils LSS6: 2,500 MW Solar Programme to Accelerate Renewable Energy Transition

16 July 2026 – The Ministry of Energy Transition and Water Transformation (PETRA) has officially announced the Large Scale Solar 6 (LSS6) Programme, reaffirming Malaysia's commitment to accelerating the nation's renewable energy transition while strengthening long-term energy security.

As the latest round of Malaysia's flagship utility-scale solar programme, LSS6 introduces a total offering of 2,500 MW of solar capacity, supported by 1,250 MW of Battery Energy Storage System (BESS) capacity. The programme is expected to drive significant private investment, enhance grid reliability, and further expand the country's renewable energy capacity.


What is LSS6?

The Large Scale Solar (LSS) Programme is a competitive bidding initiative introduced by the Malaysian Government to increase the deployment of utility-scale solar photovoltaic (PV) projects.

Building on the success of previous LSS programmes, LSS6 continues to promote the development of Malaysia's solar industry through a transparent and competitive tender process while introducing several enhancements that support the integration of renewable energy into the national grid.

LSS6 at a Glance

The programme consists of three tender packages:

Package 1: Open Tender (Solar + BESS)

  • 2,200 MW Solar Capacity
  • 1,100 MW Battery Energy Storage System (BESS)

Package 2: Bumiputera Open Tender (Solar + BESS)

  • 300 MW Solar Capacity
  • 150 MW Battery Energy Storage System (BESS)

Package 3: Bumiputera Solar Programme

  • 150 MW Solar Capacity
  • No BESS requirement
  • Designed for smaller projects ranging from 10 MW to 30 MW

Request for Proposal (RFP) Timeline

The Request for Proposal (RFP) documents will be available according to the following schedule:

Package RFP Sale Period
Package 1 – 2,200 MW Solar + 1,100 MW BESS 27 July – 7 August 2026
Package 2 – 300 MW Solar + 150 MW BESS 27 July – 7 August 2026
Package 3 – 150 MW Bumiputera Solar 17 – 28 August 2026

Key Policy Enhancements

To improve competitiveness and grid performance, PETRA has introduced several policy enhancements under LSS6:

  • Mandatory integration of Battery Energy Storage Systems (BESS) for Packages 1 and 2 to improve grid stability, flexibility, and reliability.
  • Solar project experience is mandatory, while prior BESS experience is not required.
  • Preference will be given to developers using locally manufactured solar PV modules and other domestic renewable energy products.
  • Greater focus on project development in high electricity demand growth areas, particularly the Southern Region of Peninsular Malaysia.
  • Bid capacity ranges:

    • 60 MW – 500 MW for Packages 1 and 2
    • 10 MW – 30 MW for Package 3


Economic and Environmental Impact

LSS6 is expected to deliver substantial benefits to Malaysia's economy and sustainability agenda.

The programme is projected to:

  • Attract RM13 billion to RM15 billion in private investment.
  • Create approximately 15,000 to 20,000 jobs during the development and construction phases.
  • Reduce around 2.6 million tonnes of carbon dioxide (CO₂) emissions annually.
  • Support Malaysia's transition towards a low-carbon economy while contributing to the country's renewable energy and sustainability targets.

All awarded projects are expected to achieve Commercial Operation Date (COD) by 31 December 2029.
